>>54785741You can catch Wingull on Route 103, so you don't even need to cheat it as a starter (unless you really want to beat a Zigzagoon and Brendan/May with it). That said, not having perfect Peeko will make the game a bit harder, but it's definitely still possible.
Wingull isn't a bad Pokémon, but do know that you will be stuck with Water Gun until Juan. I think Wingull looks way better than Pelipper, definitely close to being my top favourite Flying-type.
