Look closer at the body shapes. It's primarily finished the fur loss Flaafy started. Same skull shape, same horns, same number of black bands on tail and horn, same leg arrangement, same tail orb, it's overwhelmingly just to Flaafy as Flaafy is to Mareep.

Lolwut Ampharos looks nothing like Mareep/Flaaffy, it looks like a completely different species
