Are they really not adding any new (old) legendaries or mythicals to the roster that can be transferred to scarlet and violet?

1. Serebii’s list is a preliminary one made out of what we have seen in the trailers. We know from datamining that there are other mons in the Blueberry Terrarium dex, such as Kleavor.

2. Old legendaries and mythicals aren’t part of any regional dex. Darkrai/Manaphy/Shaymin were added into the transfers for Teal Mask despite not being part of the Kitakami dex. The same thing happened in Galar, during Crown Tundra.

Khu already said we'll be getting a Legendary Hunt in the Indigo Disk
There are also 23-24 BATTLE music tracks in the files for the Indigo Disk suggesting that Legendarie will also be using their classic battle music

Thank GOD. New tracks are cool and all, but hearing Legendaries and Mythicals battle with their actual theme songs is way better. What themes will Arceus' offspring will use, that is my question. DPPt, BDSP, or LA. Likely the former. Great as always.

Darkrai and Manaphy returning was a complete surprise until the update dropped. We already know which common Pokemon are returning though since the dex leaked, but we are in the dark when it comes to Legends and Mythicals. If Khu is to be believed then they are all back except for Ultra Beasts.

With how terrible the original content is in SV, yes, the GBA music is better. The PLA music in that one quest in Kitakami was much of a relief on the ears.

Even PLA had a legendary hunt portion of the game.
It would be very strange for them not to bring back legendaries. Especially when one of this gen's main gimmicks runs off of terrain.

Bit facetious that. Point of Legends was to notarise the first Hisui/Sinnoh 'dex on the way to meeting Arceus, of which a pantheon of Legends were part of its entries. There *had* to e a Legend hunt to get it done.
