Because there was no online community where people battled constantly.
It mostly just siblings and friend groups and people generally just used what they liked.

Sweat communities either didn't exist or were extremely small and local

My cousin had a Nintendo guide that taught me how to breed special moves, I was that one kid in the playground passing around mons with cool moves to the rest

I fucking had a lv 10 Heracross with megahorn as well as Arcanine, Lapras and Aerodactyl with dragon rage for the low level battle tower

Fuck it my lv 20 gyarados with dragon rage, body slam, surf and reflect carried me hard in stadium I was hardcore enough to switch train 1 exp at a time from 15 to almost 21 in order to make it gain all the Stat experience it could, fuck I'm unlocking some core memories of cloning it and giving the clones to some of my friends, Pescadito the Gyarados was such a fucking legend
