Why hasn't Lando been banned?
He's been a constant for over a decade, and it not because he's "balanced".
Then again, every time a counter to lando crops up they get banned, so I'm starting to think there's some grand plan.

VGC doesn’t ban things expect for event only mons (Mythicals, Walking Wake, Iron Leaves).

The only exception to this is that Smeargle couldn’t have dark void for a while before they just removed it from its move pool.

Did they ever ban dark void Smeargle? From what I recall it was legal in VGC 2016 and then SM came around and it was both nerfed and Smeargle couldn't use it anymore.

Nah, he's like top 5 right now. Until Incineroar comes back he's the uncontested best Intimidate user, only H-Arcanine gives it any real competition there.

No they didn't, but they considered it. Ultimately the format rotated before they made up their minds. They rotated it one month in advance, VGC17 effectively started running in December '16 and while they never acknownledged it, smeargle's bullshit was probably part of the reason

By gen 7 technically Smeargle could learn Dark Void, but the move would fail if any mon that isn't Darkrai uses it.

Dark Void was banned in 2012 and 2013. They forgot to ban it in 2015 and 2016, leading to the nerf in 2017.
