Roark is a bruiser - you either kill his stuff or it will kill you, especially if you let his previous mons setup SR.
Both are good enough for early game boss even if they both are doing it in completely different way. Also I find this discussion extremely disingenous, anyway - virtually EVERY DAMN ENEMY IN ANY JRPG EVER MADE becomes trivial is you have spreadsheet of stuff available to them. Assuming that you have info about both Roxanne's and Roark's Pokemon (like one that OP posted, duh) none of them should be more or less difficult because you got perfect info about their stuff and should be mentally more capable than literal drooling, brain damaged, diaper-reliant retard.
