>>54825763That's literally what RNG is. Yes, there's weights to it, but at the end of the day it can always choose something really bad. Two stabs and a coverage move is solid, they probably didn't want to either go too hard on good moves, or make it pick a setup move when it would be better to just fucking attack. To pick another champion with Pokemon that don't have all four moves, Gen 1's final rival fight has several Pokemon like that. However, the Arcanine specifically has Roar, which just wastes a turn essentially. While yes, a boosting move move technically adds stats, if it's an offensive one it won't help if you outspeed it, if it's a speed one it won't help if it can't OHKO you, and if it's a defensive one it's either useless depending on the stat you're attacking with or the annoying as shit evasion move. That basically leaves status moves that don't do shit short term, or another coverage which I guess would have been the correct choice but given how good EQ is and the fact that it has a Z-move they figured it was just fine the way it is. This is also the ace Pokemon, and as we went over while there is RNG there's also weights to it, and there's the distinct possibility he'll end with it. There's certainly better choices they could have made, but this isn't SV's :"Geeta using a setup Pokemon as her last Pokemon" or XY's "Diantha having two Pokemon with functionally no ability" levels of bad. Hell, like I said this is way better than Gen 1's Arcanine, and arguably better than Exeggutor (which is probably undertuned since Morimoto did debug testing with it, he knew exactly how good it could be).
