They are literally animals that are suspect; contradictory in nature and having features that clash with what we expect.
On to a separate point, new information regarding the ‘Cognitive Revolution’, how it connects to Human Bengs and how the mind can imagine stories and realities that are false; makes me think it’s not simply imagination, but Stories, shared mythos, that are being utilized by Terapagos to make Paradox Pokémon real. To me that changes the theory, viewing how Teal Mask’s story of ‘Momotaro’ connects to the story of ‘Urashima Taro’, in that there is no true literal narrative connection, but that as sources of fiction, people telling stories and passing them along, they become ‘true’, they come alive, and feed into peoples hysteria, fear, their collective knowledge, which we see in Kitakami perpetuating the untrue tale of the Loyal Three and Ogerpon, perhaps Dokutaro utilized ‘belief’ to resurrect its retainers from the peoples unconscious believe they were being watched over from the grave.
Again, it’s just a theory hat could be ironed out more, but I find ‘Myths’ fitting if that is actually Terapagos power, a storyteller, gatherer, that collects stories and belief, using imagination but not solely basing it’s power through it.
