By completing the Academy Ace Tournament (and the sidequest to unlock it) and complete a few 5-Star Tera Raids, you’ll get a call from Jacq saying that they’ve started to appear in the overworld.

1. beat the game and see the credits. this unlocks 5-star raids.
2. beat 10 5-star raids and the academy ace tournament postgame story. this unlocks 6- and 7-star raids.
3. connect to the internet with the L button after opening the menu. this downloads the latest raid battle data
4. look on the map for the black tera raid den for whatever 7-star raid is currently ongoing
