Prevos tend to get way more merch than final evos because while prevos and evos both attract fans of the line, prevos have a "cute" factor that'll make girls more likely to choose them over the final version while boys don't really care either way
A Charizard fanboy is probably willing to buy a Charmander plush regardless but a random asian woman is a lot more willing to go Charmander at first glance because she thinks it is cute. A shocking amount of Pokemon marketing is targeted towards women

This was made around the time of BDSP and PLA so Sinnoh also had a recency bias. Piplup in particular got insane amount of shilling and marketing during this period.

it's wild that the Kanto starters and Greninja and Cinderace are the only final evos on this list, I would have thought maybe Blaziken or Decidueye would have a lot more merch over there.
