There were also multiple Bug-type Mega Evos that were newly introduced, which round out the total. Had those instead been introduced in gens 4 or 9, say, they would be just regular crossgen evos.

XY mostly brought back older Pokémon and gave older Pokémon new forms.
Scatterbug is just one of many early game Bugs this time - you also have Caterpie, Weedle, Burmy, Surskit, Ledyba, Combee, Nincada, Venipede, Volbeat, and Illumise readily available as well.
