They gave the final boss of the first part of the game the same music as the final boss because limitations. I don't see the issue.
Lance is a loser you already beat in Gen 1, and he didn't even get to be the true final boss there.

There was a time when Lance was very popular and he had his own event in BW2. No Simpthia, no Steven, just Lance. But nowadays coomers and fujoshis are 90% of the audience.

It was probably time constraints and data limitations, Silver uses the theme too in his Indigo Plateau battle despite not being a champion himself.
If they had the opportunity to do so, Red probably would've used a unique theme.

The theme doesn't belong to either of them. It's the Champion's theme. Just like Hoenn's Champion theme isn't Steven or Wallace's.

This. Lance, Red, and Silver all have different themes for their battles in that game, even if they're all re-arrangements with Lance's being Bettle! (Rival), Red's being Mt. Moon, and Silver's being the Pokémon League.
