So is this a oversea territory that's owned by Sinnoh but its not Sinnoh?

Alot of the pokemon that can be found there are not apart of the Sinnoh regional dex so I assume its just a colony that belongs to Sinnoh.

But yeah its mons not being in the Sinnoh regional dex is weird, and it seems to attract tourists from other regions as well considering its battle frontier is also used by people from Kanto/Johto as shown in HGSS

Regional dexes are a dumb concept to be honest considering how little the games give a shit about them. Like look at Unova:

It's administered by Sinnoh

The area originally had more Sinnohmons, but settlers from the southern regions (Kanto, Johto, Hoenn) brought Pokémon from their hometowns over during the colonization period. They've strangely become invasive on the island in a way unseen in Sinnoh. It might be because of some climate manipulation fuckery making it more suitable for those Pokémon, since the area originally had a climate similar to the Snowpoint region before some legendary messed shit up.

Regional 'Dexes haven't made sense since Hoenn. The only time GAME FREAK cared about Pokémon distribution was in the first two Gens.

The ingame lore explanation was that oldgen mons started appearing because of picrel and the Pokétransfer related experiments. Of course, unlike ORAS where a new batch of species starts spawning all over the region after the Primal fight, in BW the spawns don't change at all throughout the game. But since all accesses are blocked you have no "legal" way to check there, so you can pretend those areas were just full of unovamons.

By B2W2 the regional dex is already expanded to include all of those.

There are implications from some Battle Zone NPCs in DPPt that they are considered separate. For example one girl says "Your Pokémon are from Sinnoh, aren't they? They're not what we're used to seeing around here."

Yes, the battle zone is an island that is technically owned by Sinnoh without actually being a part of it. This means that the pokemon living there are not native to Sinnoh but are still considered a part of Sinnoh's overall pokemon population. It is a very small region so the only notable place in it is the battle facility, however the area is still a popular place for trainers to go train and battle pokemon.
