Infinity Energy comes from the life force of living creatures, yes, but it also permanently persists and lingers in smaller doses around areas where something died. This is why Team Flare was trying to gather up fossils in XY, as well as siphon the stones on Route 10, which was a massive graveyard. They were originally trying to harness Infinity Energy as quickly as possible without actually hurting anyone. AZ on the other hand only killed Pokemon en masse because he couldn't gather Infinity Energy from the ground fast enough, and mass murder is the quickest way to get it.
Devon was harnessing Infinity Energy from the ocean floor via Sea Mauville because there's obviously tons of already dead shit on the bottom of the ocean, and has accumulated over hundreds of millions of years since landlocked life is relatively new compared to ocean life in grand scheme of Earth's history. And even then, they shut Sea Mauville down once they realized it was having negative effects on the still living Pokemon in the nearby area because Sea Mauville was accidentally bleeding their energy a bit too.
