Am I the only one who thinks this pokémon looks "incomplete"? Like, there should be a last stage of evolution, because it looks like it was left in the middle.

every single gen has at least one incomplete looking design
at least now that they're doing crossgen evos again there's a chance they can fix some of them

Some pokemon look incomplete because GF wants to later utilize it for cross-evos in the future. That's why many Gen 2 pokemon look incomplete and were given cross-evos accordingly. As for a Swoobat evo, I've said this many times here but I think it would be interesting to make a evo based on Succubi, since Swoobat already has a love theme going on, can manipulate emotions with it's soundwaves and it has black bat wings.
