the show didnt use the name "kanto" until the advance generation
the real answer is most "genwunners" either played gen 2 or were aware enough of gen 2 to know the name kanto from that. the international release of the games were also close enough together that the period between RB's release and GS's release wasn't that long, especially if you were a kid.

They never said Kanto in the gen 1 anime (at the very least, not in the dub), larping zoomers. It just talked about "the Indigo League", making people think Indigo was the name of the region. Incidentally, it would later go on to talk about Ash and friends being on a journey to Johto... while already in Johto.
