Who's the strongest Pokémon in lore outside of the gen 4 legends? Necrozma? Eternatus? Terapagos? Rayquaza? Mewtwo? Zygarde? Original Dragon?

Probably Necrozma? The thing destroyed it's home dimension, I think.
Stuff like Eternatus and the Original Dragon could be on par, but we really don't see or hear of them really doing anything. Just vague stories about them being "super strong, trust me bro"
Rayquaza is the one with the most concrete data on, destroying an ecosystem collapsing meteor, but I think I'd give it to Necrozma

I feel like groudon/kyogre/deoxys/necrozma/eternatus are all roughly on the same power level and, by transitive property, rayquaza beats them

Mega Fug, Zygarde and OG Dragon are your most likely candidates for sub god tier, with Necrozma sitting on the fence. As it's true form is probably OG Dragon tier, if not an alternate universe version of it to begin with. Eternatus, though grand and powerful, isn't all that strong, and I'm guessing Terapagosis probably in the same boat. Unfortunately, Mewtwo is completely out classed these days. He stands at the peak of what a regular Pokemon can be, but is still a mortal against these demigods.

You could argue that necrozma is stronger than rayquaza since rayquaza protects the world (singular) while necrozma destroys worlds (multiple)
