LGPE does not know what it is. It's not a modrrnizing remake because it cuts features we expect from a Kanto remake such as more than 151 Pokemon, Johto, Sevii Islands, day night cycle, abilities, held items and etc, all features that should build on the originals like the previous remakes had done.
It's also not a faithful remake either because it adds modern features not in gen 1 like fairy type, megas, alolan forms, Meltan line, modern moves and mechanics, special stat split, phy/sp split, etc.
Is your definition of "the perfect Kanto remake" a pretty Kanto game with gen 7 mechanics? What happens in gen 12 when gen 7 graphics and mechanics are outdated then? People still play FRLG to this day because they offer something more than what RBY did. Will people play LGPE in 20 years when the novelty of the graphics is gone?
They could have either chosen to modernize gen 1 by including a lengthy postgame with sevii islands or Johto, as well as including all the Pokémon or at least the crossgen evolutions for a different experience, OR they could have leaned into the faithful gimmick by actually remaking gen 1 with gen 1 mechanics. Gen 1 is so radically different from all the other games that it would actually be fun to revisit Special stat fuckery, no Dark/Steel/Fairy typing, Speed stat criticals and all the other gen 1 mechanics with prettier graphics.
There's literally nothing "perfect" about LGPE. They did the bare minimum. They ported Kanto to a gen 7 engine. That's all. No reasoning or thought behind design decisions in this game.
