Well there's a lot of them, and there was an entire Switch Game that was just KANTOOOOOOOOOOOOOOOOOOOOOOO.
The only really weird thing is that it's a bunch of early route mons, though that might be because they seem to only want a few of each trope to be in per game/DLC

Fallacy. If LGPE didn't exist, they'd likely have shoved a greater deal of Kanto into SS. As it stands, they all got added in both LGPE and BDSP and will likely remain the only 'dex to get fully-implemented in more than one game on one console from now on.

No. In gen 3 you choose the tooth or scale as a reward for finding the scanner in the abandoned ship. In gen 6 you get a choice of the johto bird bells instead. The only non-postgame way to get the deepsea items in ORAS is to use thief on certain wild pokemon, at a 5% chance.
