I think so. They did it to stop Outrage spam but even logically it doesn't make sense. I hate it for that aspect alone and it's yet another example of GameFreak over correcting to fix a simple issue.

you know, for a type that gets wanked constantly for being a necessary balance addition, fairy did a pretty shit job at balancing the type chart.
oh sure it nerfed dragon, but every other glaring issue is made worse by its presence. bug is now even worse. steel is now even better, which indirectly means rock is now even worse. poison is still painfully mediocre. and ice is ice.
