With the starter on a gen 1-2 game, I'll just soft reset along with savestates and compare stats until one is clearly highest or equal on every relevant stat, I might forgive a stat or something being a point off if I've been struggling to get primary damage stat + speed, etc. I know it won't have the highest possible DVS but it'll be a damn sight better than most of the shitter's down the line.
With other Pokémon I'll usually save, catch 5, compare, savestate over the best, and reset, and usually end up picking between highest attack and hp or highest defenses and speed. Occasionally I'll level to top contenders up a bit to get an idea of things.
I have noticed though that after some time, I'll keep catching/choosing the 'same' Pokémon, identical stats, level up, etc. seems like it could be to do with all the secret background numbers, along with maybe rolling a couple of nature's ~10 times apiece and not getting others at all. I think it may be something about game memory and needing to hard reset sometimes? It's even more prevalent in later gens where I'll soft reset for nature/ability and keep getting the same combos, being unable to get anything outside of the 10 or so different variants until I hard reset.
