Masters' Rei originating from a world that had people and Pokemon living together prior to getting sent to Hisui) due to the nature of Pokemon as a multiverse franchise.
They could be an amnesiac Lucas/Dawn after becoming champion, having been thoroughly judged and deemed ready to go to Hisui to help secure a stable timeloop for the sake of Sinnoh, hence why you can go to the Hall of Origin to capture Arceus in BDSP but only after you 100% Legends.
Or they could be a regular trainer from somewhere in the modern Pokemon world that Arceus just so happened to see something special in.
Or they could even be someone from the world without Pokemon as living creatures that was depicted in the I Choose You movie, drawn in to experience the world of Pokemon proper.
