H-Arcanine Should have been in Fire/Steel which fits what it's based on quite a bit. The only Fire/Steel is Heatran which is legendary, while Fire/Rock there are quite a few. Arcanine has BSTs of 555 which is above the baseline for a normal Pokémon that if properly distributed could be broken. But I would change his stats like this:
HP: 95
Attack: 120
Defense: 90
Sp.Attack: 70
Sp.Defense: 80
Speed: 100
BSTs: 555

nah missing that nuclear head smash would suck and while I see the merit of it being a bulky snarl/ willo wisp bulky mon it would just replace normal Arcanine in that role I quite like the side grade of H-Arcanine a more offensive type for more weaknesses.

Fuck no, headsmash is too fun to miss
Arcanine being good at being not incineroar and h arcanine being good at being arcanine with rockslide is fantastic

No need for 100 speed, or crippling it's versatility with lower SPA, arcanine is great as it is
