In what way does Sneasler become more managable without Tera? Its still third fastest possible thing in the entire game, which btw beats Ditto as well because its Unburden. It still has Dire Claw which has a high chance of screwing over defensive answers. It still has Close Combats as strong as Urshifu for any would be Steel that are immune to Dire Claw, besides like Gholdengo, which it still has coverage for. In what sense is Sneasler managable if it can’t change type?
If anything, banning Tera ONLY makes it harder to deal with it. You stop having the luxury of being able to change Garg into a Ghost or Poison type. Dragonite now barely 3HKOs Sneasler after Grassy Seed boost. You can’t suddenly turn into a Steel type after baiting in Dire Claw and then strike back.
People literally see Pokemon with effective 289 Spe with high Atk, servicable bulk, and a move that 1/6th of the time can put you to sleep while also dealing damage and causing other status effects, and then blame Tera.
