One is a challenge to the player and the other is a baby.

Being sympathetic counts for a lot. Whitney, Clair, Karen, the Kanto girls, the friggin kimono girls... none of them have anything sympathetic going for them, at best they're just polite and professional. Also it helps that Sugimori clearly had, let's say, a certain archetype in mind when design Jasmine. She looks like some kind of platonic ideal of a pure, virginal, vulnerable, waifish little girl. I think the term is "daughterfu" and that doesn't really apply to the others, at least in terms of visuals.
