like, say there was a gen 2 poll, my favorite final stage starter is meganium but i still like chikorita a little more, so my vote naturally goes to
dunsparce, but for the sake of the argument it would be chikorita, taking away one vote for meganium over feraligatr and typhlosion even though i would absolutely vote for it over those two, because i also have to choose between it and another member of its own line. if a lot of people who like meganium also like chikorita more, they vote for it which takes away a substantial amount of votes that would otherwise be going to meganium, giving the illusion of it being less popular than it really is.
again for the sake of argument pretend meganium isn't overwhelmingly the least popular, it's just an illustrative scenario. lets say against all odds chikorita dunks on the entire regional dex and comes out above typhlosion and feraligatr, while meganium was somewhere else lower on the list. that wouldn't necessarily mean meganium is less popular than tyohlosion and feraligatr, would it? i'd say no, that doesn't really follow, because pokémon don't exist in a vacuum. you really need to consider a broader context, like the things they're related to which could cannibalize their votes.
tl;dr, basically what i'm saying is, rowlet being overwhelmingly the most popular is probably a pretty good sign for decidueye also being popular.
