For point 1, it's easier to just make a buff guy model and tweak it just enough to make it look remotely female to save time and effort, just like how Florian and Juliana look near identical and share each other's customization options.
For point 2, they've definitely given up from the official artwork that traces/filters the game's models to greenlighting designs that would've been cut in the past and so on.
