For Pokemon not in SV they're the same gen 8 learnsets from Home that we've had for years, so definitely not final. Though in Feraligatr's case it's safe to assume it's going to keep those 2 moves.

It's almost like movepool additions for certain Pokemon is a drip feed of "we'll give you this this move that doesn't actually do anything for you to lead your fans into thinking we give a shit, but we actually don't".
