Yes, Nintendo wanted RS to be released ASAP so that Pokemon could do another miracle and help push GBA sales, much like how the franchise gave new life into the Gameboy for another several years. That's why it only took them a simple year and a half after the GBA released in Japan.

And that tells us they quite literally started developing RS around the time GS was set to go gold, an entire two years before the GBA even hit shelves.
So my point still stands Nintendo wanted Pokemon to sprinkle its money dust all over the GBA at the earliest convenience.
