Ugly hair is the biggest draw into how ugly she is, her face looks unemotive and her uniform is too simple outside of the chord in her left side drawing attention
Even in the picture with the other characters she is the second one to command your attention after the cooking kid, however unlike the cooking kid inoffensive type speciality telegraph as she just screams plain boring and comes around as ugly when compared to the rest
Being ugly isn't a property by itself, she is fucking ugly when compared to the other 3 characters in OP picture and everyone else in this franchise, perhaps if you weren't autistic you could understand why normal people find her unappealing to the point of calling her ugly

Now that I think about it gamefreak now introduces characters with an upwards facing camera a lot more often to be cinematic/dramatic, this draws a lot of attention to their feet/shoes
