How do you become an elite 4 member? How do you become a Gym Leader? What would happen in the Pokemon world if the government abandoned support for the league and the entire thing became privatized?

Dunno about first and last, but the region's Pokémon League has a gym test and standards evaluation teams. I'm pretty sure if you wished to attempt to set a Gym up, you could seek accreditation from the Regional Pokémon League board. E4's likely the same, with the exception of not needing a standards evaluation yearly, due to being proven to be one of the absolute top-level trainers of your region and the proviso that there can only be 4 at a time - vacancies would be filled as needed from the top-ranked trainers of a Region.

What's goofy is the gym studies a specific type or gimmick but then you wander in there with the counter to their type and get the badge.

Wouldn't you need to demonstrate your type mastery by bringing a same type or same typed move mon to the gym and win a gauntlet of counters or mirror match?

But the government just seems to be an idealistic Japanese homogenous culture of benign civil servants.
