Most Ice-types do lean into defensive orientations, especially when you take abilities into account; Frosslass for example is designed to minimize hits taken through Snow Cloak/Cursed Body. 9 of the roughly 30 pokemon with Thick Fat are Ice-type, with another 9 being Normal, and any other type being >5.
To address your point there are Slow Offensive Ice-types like Crabominable, Glastrier/Ice-Calyrex, Baxcalibur, and (theoretically) the Arcto-fossils, but lets break them down a little: The Arcto's have abilities which primarily center on speed control: Slush Rush for both and Static for -Zolt—they also have defensive abilities in Water/Volt Absorb and Ice Body for -Vish; Glastrier/Ice-Calyrex are explicitly designed as Avaluggs that can take a few Special Attacks. Their primary orientation is towards offense, but they have the bulk needed to balance their low speeds; Baxcalibur has 87 Speed which isn't slow per se, but nearly everything stuck in Ubers is faster than it so lets look at it anyway. Thermal Exchange is a soft-immunity to Fire in that any smart opponent wouldn't risk that avenue for Neutral damage, and Ice Body gives it some passive recovery in Snow—defensive abilities to compliment "low" speed; Finally we have Crabominable. All of its abilities are meant to preserve or increase its damage output, and has 97/77/67 defenses. The current Snow buff can make it decent w/Assault Vest(97/115/100), but there are much better mons that have defensive utility in Snow which Crabominable lacks. You can Tera-Water to deal with its 6 weaknesses, but Paldea is already full of faster and bulkier Water types that don't require you to waste a Tera slot.
Rock and Grass are weak to 5 types each, but they each have 4 resists to make up for that. Ice-types by comparison are starved, so they tend towards higher bulk (and lower speed) unless the mon is built as a fast sweeper like Weavile, Chien-Pao, and Iron Bundle
