I read that in the first two gens, Pokémons were actually creatures from space that recently landed on earth. Hence why the Pokéball and Pokédex are treated as new inventions. And also animals exist in this universe as well as real-life countries.

But that changed starting from gen 3 when the Pokémon world became 100% fantasy and there has always been Pokémons
