It's not really a spurious claim to make about Penny considering the rest of the NPCs in Paldea.
Look at the rest of team Starr, a masculine woman, a feminine guy, and the "Creepy uncle vibes Goku" dude who looks 45.
I don't think she's officially a tranny, but I do think there's some messaging towards that in the team Starr story, which is very forced and pretty nonsensical, and has nothing to do with Paldea. It's not meant to be that on its face, but it is meant to relate to the idea of "coming out" and the idea that invading spaces to put in their messaging is morally justified because they were the ones who got bullied first.
Paldea's mystery is about Area Zero and the professor's infinite energy machine, Arven's story ties in to that, Nemona is your rival and follows you there, but that entire Team Starr thing had nothing to do with anything and it feels like it was forced into the game by a 3rd party. What is Penny doing in Area zero with you?
Wouldn't it have made more sense for Arven, the professor's son, to know how to fiddle with the tech there instead of someone who's just handy with computers?
It's all really on the nose and forced, I don't blame anyone for not liking her.
