Still weird as Hell, but I guess they did not want to completely invalidate SwSh EX. Maybe Calyrex, the Legendary Wings, Regieleki, and Regidrago will be available in a Legendary hunt once the series moves onto the next console.
On a different note, with these Legendary Pokemon being in "static encounters" again, likely similar to the Hoopa Rings and the Ultra Wormhole locations, do you think that players will still have an opportunity to obtain the opposite version's Legendaries natively, as was the case in Dynamax Adventures? Probably not, given everything I just typed, but I would like to hear some thoughts anyway. With Lugia, Ho-Oh, Rayquaza, Kyurem, and Necrozma, I could see GF doing the classic "need to trade and have all adjacent Pokemon in order to summon this one" shtick.
