It was in gen 1. Ice was amazing because Fire Rock and Fighting sucked ass, it got a stronger Blizzard, and there were multiple standard-viable picks for ice type mons. Articuno, Jynx, Lapras, Cloyster, all of these were somewhere between viable and excellent.
