Why Chilly Reception?

I'm a competitive idiot, so why don't get it.

So what is the point? Why waste a move slot on something that does zero damage, boosts nothing, instead of using the slot for something else?
Best case scenario the move is useless. Worst case scenario the opponent has something that will benefit from it instead of you

it's a teleport with no drawbacks, oppo might predict you switch into, say, kingambit and use drain punch, but because teleport has lowest priority g-slowking will instead tank this move and kingambit will come in for free

You know how in-game the game tells you what pokemon the opponent will use before you send yours out? Because Slowking is so slow that's essentially what Chilly Reception does, and the reason why slow U-turn/Volt-Switch/Flip Turn uses are so good.

support for a snowteam at minimum, the switch out lets Slowking take any hit instead of a normal switch out, and it will heal after switching because of Regenerator. Slowbro Teleport was popular for the same reason

You said it: it permits Slowking to switch out. In this case, it can be used as a safe switch because of Slowking's slow speed as oppose to a normal switch which goes first. That's why it was using Teleport in Gen 8, but it lost it now, so Chilly Reception is the new way, even if it isn't as perfect as Teleport because of not having a negative priority, guarenteeing the safe switch.

Pivoting moves are overpowered. You get the priviledge of being able to see what your opponent does without the risk.

Snow is unique in that unlike the other weathers, it has no type-centric drawback. Rain weakens Fire, Sun weakens Water, and Sand damages everything that isn’t Rock/Steel/Ground.

Since its only innate effects are changing weather and boosting Ice-type Defences by 50%, it’s easy to build around and it makes Chilly Reception a replacement for Teleport which is an amazing pivoting move for a slow bulky Mon like Slowking. On top of that, it means Slowking can act as an anti-weather setter.
