They look at the *precise* reason why those complaints are being made, and target the offending option for readjustment. Maybe a kick hits too hard and fast; maybe a teleport that can't be predicted nor punished; and so on.
There are lines between strong/powerful and "broken"/overpowered. If you can't see them, you are literally unintelligent, lacking in discernment, unfit to judge. With Blaziken, it's very clear that if it didn't have Speed Boost (or Baton Pass alongside it), it'd be manageable, as its base speed is low, especially for the era where Hidden Abilities were introduced.
There is no reason a beloved mon that's weaker without this special option---and emphasis on the singular---should be banned entirely.
You saw this even with Cyclizar and Houndstone. That's proof enough that non-complex bans are retarded.
