Gen 4 is pretty much wide open for trading/transferring. Legit carts, reproduction carts, roms, it all works 100%. As long as you have the hardware (one or more 3DS) you can transfer from Gen 4 to 5. The only dogshit part is that the transfer process is awful, it's max 6 at a time and you have to play a stupid minigame each time, also you have to have beaten both the Gen 5 and Gen 4 game to unlock it.
Gen 5 to Bank is a bit more complicated. You either need a legit copy of the game or a hacked 3DS. If you dont have a legit copy you'll have to download Bank from the HShop, download Poketransporter from Bank, then you need to patch your 3DS to allow Poketransporter to recognize your Gen 5 roms save file, and then you can transfer everything to Bank then Home.
