If so, that's reasonable for some of them, but others are designed perfectly fine. It's unfortunate that you rarely get a well designed encounter in any Pokemon game, the GameCube titles and Gen 7 are the only ones where it comes up consistently in major battles.

I mean, sometimes showing up less can work, Blue is fairly alright and Wally is a nice surprise once in a franchise. But when you've got shit like Hau entirely dropping out of the plot in SM for zero pay-off, it makes the time you did spend with him worthless. USUM fixed it. I think BW hits mostly the right amount of screen time for your rivals to develop, it's a shame that only Bianca is exceptionally written while Cheren is just okay.
