If they were made now they’d be Water/Dragon and Fire/Fairy with an ability that’s a combo of Levitate and a Flying-type Steelworker.

Lugia’s entire typing makes no sense and it’s clearly just some developer seeing Shudo’s design and going “ooooh okay, so, it’s got wings, so flying, annnnnnd uhhh psychic types are cool right? Seconding Lugia's typing being one of the most retarded decisions in the series. What were they thinking, if they were thinking at all? Any combination of Flying/Water/Dragon would have made more sense. Flying/Water is my personal favourite just based on its innate powers and natural habitat. Also the fact that its a gigantic wyvern kaiju that races across the ocean floor and blows deadly gusts when it flies.
