I actually think her design is pretty underrated. It has a lot of colorful flair to it. Most people seem to think it's some kind of zoomer design. But it's very reminiscent of styles that have come out before. Some other Anon mentioned that goth and alternative are similar to what penny has going on. And I think I agree with that. Penny's design is different than many other Pokemon designs, but it's also the same because people like mirror b exist. I kind of wish people would stop hating on her design, it really isn't that bad.
