No it didn’t. All the mythicals in DPPt and HGSS are side quests. They have no impact on the plot of the story.

The only legendaries that impact DPPt’s main story are Dialga/Palkia/Giratina and the emotion trio. The only legendaries that impact HGSS’s main story is Lugia/Ho-Oh and the dogs

you can't seriously tell me that at least the celebi time travel event had no impact on the plot, if that can be described as a side quest then I don't see why a dokutaro event couldn't be considered one as well
