Main reason is that a stall Pokemon has to do both of the following things in double battles
>Be a successful defensive check to 8 moves, rather than 4>Survive 2 hits, rather than 1The closest thing I can recall to something close to a stall-mon was Generation 5 Parasect, kinda. It would recover ~45% of it's HP every turn with Dry Skin + Surf friend + Rain + Leftovers. You could muscle past it, but with Protect, it lasted longer than it probably should have.
