it just genuinely looks awful and plasticy because it's from that era where we only just began using computers to animate more but still hadn't yet utilized that fact to create anything that looked unique.
so it's all still the same shovel/spade faced heads and frozen expressions with 0 attempts at stretch, squish and gesture (because it was cheap/fast when it was hand drawn) but they still stuck to the limitations of hand-drawn anime because they - again - hadn't yet gotten much experience in using these new tools.
as much as people like to dunk on sun/moon at least the anime tried to put some soul into it and used the extra time to do little things.
