Yes and no.
Dex cut by itself would actually solve this issue. By having less Pokémon, all available Pokemon could have well throughout locations and a satisfying way to collect all the available ones, and overall lead to a better game.
It’s the “patching away the Dex Cut” that’s the actual issue

The obligatory legendary hunt shit has been a thing since well before dexcut, and if they handled it like a lazy romhack they wouldn't even have bothered locking them behind postgame and making you do quests for the snacks before placing them on the map for you to catch.

They're advertising Starters returning, and those aren't "normal" Pokemon either. Hell, even if dexcut wasn't a thing, they'd STILL advertise it because being able to catch starters in the wild is a special occasion no matter the context.

HGSS at least made the inclusion of the other legendaries feel at least somewhat organic by placing them in new areas or in the Latis' case having Steven show up instead of just mass copypasting all of the legendaries for barely any rhyme or reason the way that the modern games do

The reason is to help dex completion. It actually helps new players.
Bothering with making each one "organic" actually does escalate the more mons there are and actually does take resources that could actually be used somewhere else.

What? In Indigo Disk we have to do a quest for each snack, get the snack from Snacksworth, and then find them in a static encounter in Paldea. For Ultra Wormholes you did a minigame and find them in a static encounter in some nondescript cave. How is this less effort?

I highly polished P:LA game would be the pinnacle of the series. Keep the pokedex to under 300 pokemon, make them all act like real animals in the wild with personalities and behaviors, and make catching and battling feel intuitive and fluid.

Just for my own autistic purposes, I went through the dex for PLA. Out of 242 Pokemon, there are:
>17 distortion-exclusive Pokemon(20 if you want duplicates of your own starter)
>9 eevees, because this motherfucker is going to eat up that many dex slots from now until the end of time
>16 legendaries, because the original sinnoh didn't have enough as-is
>2 save file bonuses (technically 4, because you're not going to find out the Manaphy quest without playing BDSP or looking up a guide)
