As for cramorant they definitely did not expect lost zone gimmick to be so strong. They probably expected people to use stuff like bannett/shiftry for it, not spam switch comfey and colress turbo for 4+ turn 1. All of the lost box cards requirements are way too low for them to be designed around comfey/colress. Besides giratina all the lost zone cards are unpopular mons, they truly didn't think it would be such a strong gimmick outside giratina.
Night march is essentially just united wings, gimmicks like these and lost zone sometimes hit sometimes don't. That's why they're full of literal who mons
