There should be a held item that gives Pokemon the base stats of their evolutions. Relegated to late/post game so you don't just run around with 500+BST baby Pokemon right away

There might be some niche for some select few things that gain better Abilities. Haunter (Levitate) or Numel (Simple) are quite possible, though not exactly ou tier

No. It doesn't make sense for every Pokémon to be good at Pokémon Battles. That's why we need more stuff to do with our Pokémon besides Pokémon Battles, so they can be good for something that it makes sense for them to be good at.

Pokémon Legends: Arceus proves they are willing and able to make a Pokémon side game that's not the usual Pokémon gameplay.

If that's your reason then just level them up. You can beat the games with anything with enough grinding and Items.

If you mean competitive then play different tiers or just accept they are not supposed to be as good.

yeah, i could genuinely see a few pokemon using this because of ability changes. the return of what is essentially levitate gengar, new options like swift swim gyarados, prankster honchkrow, sheer force salamence... it's a pretty cool idea actually.
and, assuming it can't be knocked off like similar items, it brings back much-needed knock off absorbers.

Digimon evo arent permanent, going up and down or even evolving into something different is part of experience, on top of learning skills and such.

Help that games play closer to standard rpg than following BST + abilities limitations.

If you want to use those pre evos in game just do it because it's not like you'd lose anyway. In competitive it would be extra retarded as it would be like using the evos without a usable item slot aka dogshit. Meaning that you dont play competitive at all if you didn't catch this consequence. Then why even bother with this item? There isn't a single realistic application of it
