a lot of pokemon fit this description and can be considered animals. The whole point of Pokemon is to create monsters that are more or less animals with powers. Even the "non-animal" pokemon like geodude or magnemite follow the real world logic of animals
If you want to get technical, most people think of animal as just any living creature
