Pokémon are never just straight up evil for no reason. The way it makes "chains" by duplicating itself in segments is exactly like how tapeworms reproduce. It's probably an emotional parasite that legitimately thinks it's helping or at least doesn't understand that it's hurting people. Remember it's a baby game and every Poķémon has to be befriendable.
